As long as I can recall, if you decide to go into edit mode for whatever reason, you need to leave it to do other things. Use note input mode for entering notes, use edit mode for editing text or fine-tuning the positioning of those elements for which the cursor keys would normally just be for navigation. It's always been the case that there are more than two modes, because it has always been - and always will be - the case that there are more than two things you might want to do in a score.
